Probably because he's rumored to be the BAF in an upcoming Spidey wave and would be an easy/cheap repaint to include since I'd assume the BAF version would be the normal green shirt Sandman. He's my least favorite figure in the SDCC set, really. Well, beside the unnecessary Spidey.

Yeah, I had a feeling. It's just weird - was anybody asking for a Sandman like that? Cut him and Spidey and that set would've been much more affordable.
